Technical Assistance Program on Human Settlements Planning

TAP-HSP is the banner public service arm of UPLB CHE to deliver planning assistance to communities, institutions and agencies, and organizations to help them achieve human ecological security.

It provides different planning services to the planning needs of institutions and organizations at the national, regional and local levels. The program offers different modalities and planning arrangements fit to the needs of its partners and stakeholders.

Objectives of TAP-HSP

To provide public service by creating institutional linkages with key stakeholders (LGU, NGAs, and NGOs); tapping the vast resource of the department in the form of its faculty, students, and alumni; and increasing capability through training and continuing education.

Background

Began as a banner public service arm of DCERP, now for the whole UPLB CHE

Provides technical assistance to LGUs in crafting risk sensitive development plans

Assisted more than 50 LGUs since 2015

Components of TAP-HSP

Capacity Development for Planners
-Provision of capacitation & training

-Mentoring of young professionals through internship programs for new graduates and supervised field experience of graduating students

- Short courses and trainings on environmental planning, planning tools and techniques (CDRA, GIS, NBS) for professionals and organizations
Model Community/ City for Sustainability and Resilience
- Aims to adopt a community or municipality where sustainable practices will be implemented and stakeholders will be capacitated to be adaptive and resilient
Praxis (Practice of Profession)
- Covers the technical assistance performed by DCERP’s alumni and professional planners who want to serve the public through practicing their profession.

- Includes technical assistance provided by the unit acting as a planning team in initiatives such as the development of Comprehensive Land Use Plan, Comprehensive Development Plan, and other sectoral plans.
